Library Rules of Conduct

The Norwich Public Library is committed to being a valuable community resource of materials, information services and programs.   We offer a warm and comfortable environment in which patrons are invited to browse the collection, use the computers, read magazines, enjoy programs and converse with friends.   In order to maintain this environment, we respectfully request that patrons observe the following rules:

  • Eating and drinking is allowed only at authorized functions or in specially designated areas as long as trash is disposed of properly.
  • Audio and video equipment shall be played at a level that will not disturb other patrons.
  • Animals are allowed only to assist disabled patrons or as part of a library authorized program.
  • Shirts and shoes must be worn at all times.
  • Talking must be kept at low levels. Loud noise, physical horseplay or other disruptive conduct is not permitted.
  • All library patrons, staff, materials and furnishings are to be treated with respect.
  • Aisles and passageways should be kept clear of backpack and other personal items.
  • Scooters, skateboards, roller blades, and roller skates may not be used on library property.
  • Climbing is not allowed on the "Fiddleheads" sculpture, the tree bench, or in trees located on Library property.
  • For personal safety, people should not congregate or play in the parking lot.

Policy on Unattended Children

The Norwich Public Library welcomes children of all ages to use the library.   We are committed to making the library an inviting and fun place for children.   Special programs, story times and book groups are offered to help children develop a love of books and learning.   The following policy is in place to protect children who use the library and to provide for the general welfare of all library patrons.

Responsibility for the behavior and well being of children using the library rests with the parent, guardian or caregiver assigned by the parent and not with the library staff.

Library staff can only monitor the behavior of the Children's Room as a whole, but can not take responsibility for the care and behavior of each child.   The staff does not take the place of a parent, act as a caregiver or babysitter, nor assume responsibility for the children in the library.

The Library encourages parents to have a contingency plan for their children if they are asked to leave or if the library closes early due to inclement weather or other emergencies. It is also suggested that children carry phone numbers in case of emergency.

  • Children 8 years and under need be accompanied and adequately supervised by an adult or responsible adolescent (at least 12 years old) at all times.
  • Children should adhere to the Library's posted Rules of Conduct.   The rules address behavior both within the building and the outside grounds.
  • The library staff is particularly concerned about children who may be left unattended when the library closes.   All children must by picked up by closing.
  • The Police will be notified if a child (11 years and younger) has not been picked up by closing and if their parent or guardian cannot be contacted. Library staff is not permitted to remain after hours with an unattended child or give them a ride.
  • The library realizes that special circumstances may arise on occasion.   The Library Director and Children's Librarian will address these issues on an individual basis.

Thursday: 10:00 AM - 8:00 PM

Saturday: 10:00 AM - 3:00 PM
